PACKAGE 01

Project Risk Alignment

  • Typical turnaround*2–4 weeks
  • Indicative price (ex GST)From $5,000

Development, facilitation and delivery of a fit-for-purpose project risk register at the front end of project planning, for projects involving high-risk work and high-risk construction work.

Who it's for

Clients, principal contractors and contractors planning a project with high-risk work, such as work at height, excavation, confined spaces, energised services, powered mobile plant or work in an operating facility.

What's included

  • Pre-workshop review of scope, schedule, design information, site constraints and existing risk assessments
  • Facilitated HAZID-style risk alignment workshop(s) with the client, principal contractor and key subcontractors, focused on critical risks and interfaces
  • Controls assessed against the hierarchy of control (WHS Regulations reg 36, or the equivalent in your state or territory), with critical controls identified first
  • High-risk construction work identified (reg 291 or equivalent) and a SWMS schedule set up (reg 299 or equivalent)
  • Hold points, open actions and owners identified

What you get

  • Project risk register (editable Excel) with critical controls, owners and verification
  • High-risk construction work and SWMS schedule
  • Hold point and action register
  • Summary report (5–10 pages) that feeds Packages 3 and 4
Where AI helps: AI helps turn your scope and design documents into a draft hazard list and critical-risk prompts before the workshop, so workshop time goes on decisions, not typing.
PACKAGE 02

Safety in Design (SiD) HSE & Operational Review

  • Typical turnaround*2–6 weeks
  • Indicative price (ex GST)From $5,000

Building defences into key equipment and facilities before build or fabrication: eliminating risks where possible, or minimising them using the hierarchy of control. For drilling and well-servicing rigs, new plant modules and complex construction builds.

Who it's for

Asset owners and operators commissioning new or modified plant, rigs or facilities; designers, engineering contractors, fabricators and suppliers; and principal contractors and clients on complex builds.

What's included

  • Design document review: P&IDs, layouts, GA drawings, data sheets, vendor information and 3D model reviews where available
  • Facilitated SiD / HAZID workshop(s) with designers, fabricators, operators and maintainers
  • Operability and maintainability review: access, isolation, lifting, working at height, confined spaces, dropped objects, line of fire and human factors
  • Constructability and commissioning risks
  • Close-out verification that agreed design actions made it into the revised design

What you get

  • SiD register (editable Excel) with design actions, hierarchy-of-control level, owners and close-out evidence
  • SiD report with key risks, recommended design changes and residual risks
  • Residual risk and handover list for construction, operations and maintenance

Anqor does not certify designs or provide engineering sign-off.

Where AI helps: AI helps cross-check large design packages and earlier HAZID outputs for recurring issues and pulls together the relevant standards fast. The review itself happens in the room with your designers, operators and maintainers.

HSE Management System Build

Who it's for

Growing businesses doing high-risk work that need a proper system to win work, meet client prequalification or tender requirements, or prepare for certification. Also businesses whose current system is out of date, a patchwork of documents, or doesn't match how work is done.

What's included

  • Starting point: a review of what you already have (see Options)
  • System framework and manual aligned to ISO 45001:2018 (incl. Amd 1:2024), with environmental scope as an option (see Options)

  • Delivery: Zac-led throughout, or blended, with associates doing document control and admin under Zac's direction and sign-off. The blended option usually costs less. It's quoted on scope.
  • Starting point: if you've already had a Package 6 gap assessment, the build starts from it and that fee is credited. If not, a baseline review is built into the package.
  • Environmental scope: ISO 14001 can be added alongside, as an integrated system. It's quoted on scope.
  • Staged delivery: the core system can be built first, then the remaining elements in later stages, to spread the cost and the workload.

Anqor builds systems that are ready for a certification audit. Anqor is not a certification body and does not certify systems or guarantee a certification outcome.

Where AI helps: AI drafts the first versions of procedures and registers against the standards and your own documents, and cross-checks coverage clause by clause. • Typical turnaround*As agreed. Short-notice requests are handled subject to availability.
  • Indicative price (ex GST)$250/hour; 4-hour minimum, or as per contract

HSE consulting services by exception, charged at $250 per hour ex GST and subject to review based on client requirements. For one-off or short-notice needs that don't call for a full package.

What's included (examples)

  • Quick review of a document or SWMS, with practical comments

  • Minimum charge: 4 hours per engagement, or as per contract
  • Time is agreed before work starts. There's no lock-in or minimum term
  • Travel time for on-site work is charged as agreed with you

A good first step before a package. If ongoing support is needed, a Package 9 retainer may suit better.

Where AI helps: AI speeds up the background research and first-pass document checks, so more of your paid hours go on advice. All advice comes from an experienced person.

About the fees

Fees are indicative, in Australian dollars and exclude GST. A fixed fee is confirmed in each written proposal, valid for 30 days. Anqor is based in Brisbane and works across Australia. Travel outside South East Queensland is charged separately.

*Turnaround

Runs from receipt of the client inputs listed for each package and depends on stakeholder availability. Every package uses structured, editable registers so your information stays consistent and reusable.

You keep your WHS duties

Anqor provides advice and documents to help you meet your duties. A WHS duty can't be transferred (WHS Act s14, or the equivalent in your state or territory), so decisions on controls, implementation, supervision and regulator notification stay with you. Legal advice and engineering certification are excluded.
